Before commencing at Places Victoria/VicUrban, Andrew was the RNA project lead taking the Regeneration Project from concept through to the appointment of Lend Lease Development as the RNA development partner on this urban renewal project.

The task

To redevelop the 22ha site (1.5km from the Brisbane CBD) into a vibrant entertainment and event precinct integrated with public transport and high quality residential and commercial uses, including:

  • 140,000sqm GFA of office accommodation
  • 150,000sqm GFA of residential living to complement on site employment uses
  • Integrated retail and exhibition related facilities to support the RNA operations

with a build out value of approximately $3bn.

The responsibilities

  • Develop project feasibility and masterplan
  • Manage masterplan design process with all project stakeholders (RNA Council, State Planning Authority and Community)
  • Advise on the project delivery structuring options and partnering role between the RNA (not for profit land owner) and private sector development / investment consortium
  • Negotiate with State and Local government regarding development rights, infrastructure agreements, Government loan and other key conditions precedent to facilitate project delivery
  • Lead the EOI and RFP competitive bid process to select the private sector partner

  • Private sector partner Lend Lease Development selected and Project Development Agreement negotiated and executed
  • First 22,000sqm Industrial Pavilion redevelopment delivered 2013
  • First apartment building completed September 2015
  • Rydges Hotel opens in February 2016

  • Strong market response to the EOI / RFP process and selection of a development partner during the Global Financial Crisis
  • A State Govt / Planning Authority highly supportive of the project
  • Substantial value creation and capture which is being utilised to fund the gradual upgrade of RNA’s exhibition facilities
